First, preheat the oven to 210 degrees Celsius (410 degrees Fahrenheit). Then, wash the potatoes and boil them in their skins for about 15 minutes.
Peel and slice them. Peel and dice the onions.
Heat the oil in a frying pan and brown the diced ground beef. Add the onion and sauté for 2-3 minutes.
Add the tomato paste, sugar, water, and 3 teaspoons of stock and cook for about 5 minutes, until the liquid has evaporated.
To prepare: Grease a baking dish with oil and arrange the potatoes in it. Spread the ground beef mixture over the potatoes and sprinkle with half of the Gouda cheese.
Bring the cream to a boil in a small saucepan and dissolve 1 teaspoon of stock in it.
Pour the sauce over the potatoes and sprinkle with the remaining Gouda cheese. Bake for about 30-35 minutes.
